The Ukrainian Defence Forces struck the Russian missile factory «Kamenksy Combine» in the Rostov Oblast, as well as two key Russian air defence sites. The targets included the «Pantsir-S2» anti-aircraft missile and gun system and a command and control vehicle for the S-400 «Triumph» system. The total value of the air defence equipment destroyed is estimated at approximately $70 million, Ukrainian President Volodymyr Zelenskyy said on 1 November.

A fire broke out in a warehouse at the rocket factory, damaging four production halls
On the night of 31 October, the Ukrainian military launched a combined strike on the facility «Kamensky Plant» in the town of Kamensk-Shakhtinsky in the Rostov Oblast. According to the General Staff of the Armed Forces of Ukraine, strike drones and the Ukrainian Navy’s «Neptune» coastal missile systems were used in the operation.
As a result of the attack on the factory, the finished goods warehouse caught fire and four production halls were also damaged.
«The »Kamensky Plant« is one of the enterprises within the Russian military-industrial complex involved in the production of missile weapons. The plant manufactures solid rocket propellant for the »Uragan«, »Smerch« and »Tornado-S’ multiple launch rocket systems, as well as for other missile systems and airborne weapons.
The facility has already come under attack from Ukrainian forces. In particular, the General Staff reported that it had been hit on 24 August 2026.
A «Pantsir-S2» and a S-400 command vehicle were hit
In addition to missile production facilities, Ukrainian units carried out strikes on two Russian air defence sites.
According to Zelenskyy, the «’ complex has been hit«Pantsir-S2», designed to protect military installations from airborne threats, as well as the command and control vehicle for the S-400 «Triumph» system.
The command vehicle is a key element in the control of an anti-aircraft missile system: it ensures the coordination of combat operations and the transmission of commands to other components of the system.
The Ukrainian president estimated the total cost of the two damaged facilities at approximately $70 million. Zelensky thanked the Ukrainian military for their successful strikes against Russian military targets.
The strike on a facility producing rocket fuel and air defence systems has become part of Ukraine’s long-range operations against Russia’s military-industrial infrastructure.
