Seven subgroups have been set up in the Rada to prepare legislation on martial law elections
The Verkhovna Rada has formed seven specialised subgroups to prepare legislative changes to regulate elections during martial law. This was announced by the chairman of the working group Alexander Kornienko, Suspilne reports.
According to him, each subgroup will be responsible for a separate area related to security, organisation of the electoral process and protection of citizens' rights in times of war. The decision was made against the backdrop of the ongoing war and the need to develop clear legal mechanisms for future elections in Ukraine.
Details of the case
According to the working group, the subgroups will work in the following areas:
election administration and electoral infrastructure;
Developing security criteria for the organisation and conduct of elections;
Ensuring the exercise of the electoral rights of military personnel;
participation of IDPs, residents of the temporarily occupied and frontline territories;
participation in elections of Ukrainians living abroad;
information support, information security and election campaigning;
fulfilment of Ukraine's international obligations in the field of elections.
It is expected that the subgroups' work will form the basis for legislative initiatives that will take into account security risks, voting logistics and the legal status of citizens during the war.
Context.
The issue of holding elections during martial law remains one of the most sensitive in the political and public space of Ukraine. The current legislation provides for restrictions on electoral processes during wartime, but the state is preparing for scenarios after the security situation stabilises.
Experts emphasise that the key challenges remain security guarantees, the participation of the military, IDPs and citizens abroad, as well as compliance with EU standards and Ukraine's international commitments. This issue is important for the credibility of democratic processes and further European integration.
