Who will have their benefits reduced to the guaranteed minimum?

Minimum pension The old-age pension, set at the level of the subsistence minimum for people unable to work, will amount to 2,595 hryvnias in November. At the same time, the government has provided for higher guaranteed payments for certain groups of pensioners.

Unemployed people aged 65 and over will receive a supplementary payment of up to 4,213 hryvnias if insurance record is at least 30 years for women and 35 years for men. The same requirement applies to pensioners aged 80 or over who have 20 years’ service for women and 25 years’ service for men.

The guarantee of 4,050 hryvnias applies to people aged between 70 and 80 who have a full insurance record — 30 years for women and 35 years for men. For pensioners aged between 75 and 80, the same minimum is provided for those with 20 and 25 years’ insurance record respectively.

A payment of 3,725 hryvnias has been set for people under the age of 70 with a full insurance record, as well as for people with Group I disabilities, regardless of age or length of service. Other non-working pensioners, regardless of age and the legislation under which their pension was granted, are guaranteed a minimum of 3,406 hryvnias. If the calculated pension is lower than the relevant threshold, the Pension Fund of Ukraine (PFU) will pay a top-up; for people aged between 70 and 80 with a shorter insurance record, this will be determined in proportion to their insurance record.

Age-related allowances: amounts and restrictions

Pensioners will receive a monthly supplementary allowance once they reach the age of 70. For those aged between 70 and 74, the maximum amount is 300 hryvnias; for those aged between 75 and 79, it is 456 hryvnias; and for those aged 80 and over, it is 570 hryvnias.

People whose pension payment is less than 10,340.35 hryvnias are entitled to compensation. After the supplement has been added, the total amount must not exceed this threshold either; therefore, in some cases, the actual supplementary payment will be less than the maximum amount.

If a pensioner turns 75 in November, the amount of the allowance will change from the level applicable to the previous age group to a payment of up to 456 hryvnias. After the age of 80, compensation of up to 570 hryvnias will apply. These supplements are not cumulative: upon moving to the next group, the Pension Fund of Ukraine (PFU) adjusts the amount of the payment already awarded.

How are supplementary payments calculated, and when should you contact the Pension Fund of Ukraine?

The age-related allowance is paid automatically from the date on which the relevant age is reached. There is no need to submit an application, gather documents or contact the Pension Fund separately. It is paid regardless of the type of pension, length of insurance contribution or employment status.

Pensioners who, upon reaching the age of 60, defer claiming their pension and continue to work may increase the basic amount of their pension. For each full month of deferral for a period of less than five years, there is an increase of 0.5%, and for a deferral of more than 60 months, an increase of 0.75%.

At the same time, to have a pension granted for the first time from the day following the attainment of retirement age, an application must be submitted to the Pension Fund of Ukraine within three months. If this deadline is missed, payments will be granted from the date of application.
