Journalists have reported discrepancies in the asset declarations of Mykhailo Shmushkovych, leader of the «European Solidarity» faction in the Odesa Regional Council: the 2025 document does not include two of his wife’s flats or the previously declared $180,000 in cash. A comparison of the declarations confirms the changes, but does not establish any illegal concealment of assets or earnings from booking services.
Briefly about the main points
- The MP’s wife’s two flats were not declared in the 2025 declaration.
- His wife’s $180,000 in cash has also disappeared from the declaration.
- The MP declared over 13.5 million hryvnias in cash and 8.63 million hryvnias in income.
- The security company in which he held a stake was wound up in 2023.
- The verified materials do not contain any decision by the National Agency for Corruption Prevention (NAZK) or any notice of suspicion in connection with the circumstances described.
Which assets are no longer listed in the declaration?
On 20 October, the «Ukrainian News» agency reported that it had analysed the declarations Shmushkovich for 2019–2025. In the document for 2020, his wife Kateryna Shmushkovych She was listed as the owner of two flats in Odessa, measuring 172.2 and 52.7 square metres.
That same year, she declared $180,000 in cash. In her 2025 tax return, submitted on 31 March 2026, these properties and this sum no longer appear.
What assets did the MP declare for 2025?
The latest declaration also lists other significant assets. According to YouControl, Shmushkovych declared 13,539,863 hryvnias in cash, 30,000 US dollars in cash and 8,631,306 hryvnias in income from business activities for the year 2025.
Therefore, the claim that financial assets amounting to millions have been completely concealed is not consistent with the content of this document. The reason for the change in the list of assets and funds can only be established after the relevant documents have been checked: the assets may have been disposed of, and the savings may have been spent.
The MP’s links with a security firm
In his declarations for 2019–2021, Shmushkovich stated that the authorised capital of «Security Service 37» LLC was 50%. The company was registered in Odesa on 1 June 2017, and its business activity was private security services.
According to YouControl, the company ceased trading following its liquidation on 8 February 2023. The company’s registration status does not confirm that it was an active employer between 2024 and 2026.
What happened during the discussion about the booking
On 21 June 2024, the Odesa Regional Council endorsed an appeal to The Cabinet of Ministers proposing to allow the recruitment of up to 50% staff from private security firms. The matter was raised by a Member of Parliament from «Servants of the people» Sergey Chervyakov following an appeal from industry representatives.
Shmushkovich proposed including workers in the emergency medical services, the IT sector, agriculture and other sectors in the initiative, but his amendment was not supported. The regional council’s appeal was a proposal to the government, not a decision to automatically grant deferrals to employees of specific companies.
What is the official status of the charges?
The verified materials contain no decision by the National Agency for the Prevention of Corruption regarding the inaccuracy of Shmushkovich’s declaration, nor any notification from law enforcement authorities regarding suspicion in connection with the circumstances described. Nor is there any documentary evidence of fictitious employment or illegal income from bookings.
There is no public comment from the MP regarding the new allegations contained in these documents. The competent authorities may provide a legal assessment of the reasons for the changes in the declarations following a review of the documents.
