The «Army+» app for the return of service personnel who have left their unit without permission

Service personnel who left the service without permission before 12 June 2026 will be able to apply to return via the «Army+» app». The service is due to launch in the coming days and will remain operational until 20 September. This digital tool simplifies the return process and allows users to select a new unit for their service.

Users of the app will not only be able to apply for a return to service but also receive support throughout the reinstatement process. The law guarantees appropriate benefits following reinstatement, making the process more transparent and convenient for service personnel.

Reduction of the penalty for desertion

The Verkhovna Rada is considering a bill, which provides for a reduction in the sentence for military personnel who have deserted. Instead of the current 5–10 years’ imprisonment under martial law, a sentence of 2 to 3 years is being proposed.

In addition, courts may be permitted to impose suspended sentences instead of actual prison terms. This creates a legal framework for a more flexible approach to this category of military personnel and encourages their return to service.

The introduction of a digital service and legislative changes could improve communication between the military command and personnel, as well as reduce the number of lengthy court cases. This will help to ensure that service personnel return to active duty more effectively.
