On 9 October 2026, a further roll-out of «Resilience Points» began in Kyiv across three districts of the capital where the most serious power supply problems had arisen following Russian attacks. These are the Obolon, Podil and Sviatoshyn districts. The heads of the district state administrations have been given the relevant instructions, according to the Kyiv City State Administration. The centres are intended to provide residents with the opportunity to charge their mobile phones, power banks and other devices during prolonged power cuts.

In which districts of Kyiv are «Resilience Centres» being set up?»

In the capital, the support network for residents is being strengthened amid problems with the power grid. According to the Kyiv City State Administration, the heads of three districts have been instructed to organise the operation of additional «Resilience Centres». These are the Obolon, Podil and Sviatoshyn districts. It is here that the electricity supply situation remains the most challenging following Russian strikes on the energy infrastructure.

The new locations are to be fitted with the necessary equipment for charging mobile phones, power banks and other electronic devices. This will enable residents to stay in touch even during prolonged power cuts at home.

However, the statement from the city authorities does not specify exactly how many new centres are planned to be opened, nor when each of them will begin welcoming visitors. This information is expected to be released once the sites have been fully fitted out.

Why did the need for additional collection points arise in Kyiv?

The decision to open new locations was taken against the backdrop of the latest of Russian attacks on the Ukrainian power grid. On the morning of 9 October, emergency power cuts were in place in parts of the capital, during which the usual hourly rotation schedules do not apply.

The situation regarding the power supply to public transport remained particularly difficult. Due to power shortages in the Obolonskyi, Podilskyi and Sviatoshynskyi districts, services on certain public transport routes were temporarily suspended. «Kyivpastrans» issued a notice regarding these restrictions.

Power cuts also affect residents’ daily lives. During prolonged power cuts, people face difficulties in charging their mobile devices, accessing their home internet and using electrical appliances.

That is precisely why additional «Resilience Centres» are being set up, first and foremost, in areas where the need for alternative power supplies is greatest.

What will be available at the «Points of Resilience»

The main purpose of the new charging points is to ensure that residents have access to charging facilities for their electronic devices, regardless of the reliability of the electricity supply to their homes.

In general, the national standard on «Safe Havens» provides for the possibility of people staying there temporarily during prolonged emergency power cuts. Depending on the facilities available at a particular location, the following may be provided:

  • charging mobile phones, power banks and other gadgets;

  • lighting and alternative power supply;

  • the internet and the ability to stay in touch;

  • drinking water and basic facilities for leisure;

  • heating in the event of a cold snap.

However, the range of services available at each location may vary. The Kyiv City State Administration has now specifically confirmed, for the new locations, the need to provide charging facilities for electronic devices.

Where to find the nearest «Point of Resilience» in Kyiv

Residents of the capital can check the locations of these centres via the city’s official services. An interactive map provides information on addresses and, for some locations, opening hours, facilities and visiting conditions.

You can find your nearest branch by:

  • the city’s «Points of Resilience» geoportal;

  • in the «Kyiv Digital» app, under the «Resilience Map» section;

  • in the «Resilience» section of the «Diya» app.

You can download the map in «Diia» in advance so that you can use it without an internet connection. This is particularly useful during widespread power cuts and mobile network outages.

The city authorities advise residents not to wait for a prolonged power cut, but to identify the nearest available locations in advance and make a note of their addresses. It is advisable to check the current opening hours of a specific location immediately before visiting.
