On 6 October, investigative procedures are being carried out in the office of Ivan Karpovich, the acting head of the Transcarpathian Regional Traffic Police and Traffic Control Centre, according to journalist Vitaliy Glagola, citing his own sources. According to his information, these may be linked to the case involving Senior Sergeant Anatoliy Shtel of the Uzhhorod District Traffic Police Centre. Karpovich’s involvement in any possible offence has not been officially confirmed.

The reported incident concerns a change to the details of a person liable for military service

According to the information Verbs, Shtela was allegedly arrested whilst receiving 6,000 dollars. The journalist claims that the soldier allegedly promised to exert influence over other staff members TCC, so that the person liable for military service could be removed from the wanted list and his military registration details updated in the «Oberig» register.

A separate investigation is being carried out to establish whether Karpovich could have facilitated Shtel’s return to service. The fact that such an investigation is being conducted does not in itself establish the guilt or involvement of the head of the OTCK; there have been no reports that he has been served with a notice of suspicion.

Karpovich took charge of the regional TCC in September, whilst other matters remain separate

Colonel Karpovich He took up his duties as head of the Transcarpathian Regional Election Commission and the Joint Election Commission on 4 September 2026. Previously, he had headed the Dubno District Election Commission in the Rivne region, and in Transcarpathia he replaced Andriy Savchuk.

In September, the State Bureau of Investigation (DBR) reported on a separate investigation concerning a serviceman from one of the region’s district military registration and enlistment offices. According to the investigation, he demanded 5,000 dollars in exchange for assistance in passing a medical examination, registering with the military and avoiding mobilisation. There are no grounds to link this investigation to the Shtel case without a direct statement from the investigators.

Similarly, the current incident should not be equated with the State Bureau of Investigation’s August case concerning the unlawful removal of over a thousand men from the military register.
