PJSC «AK “Kyivvodokanal”» has proposed increasing the combined tariff for centralised water supply and sewerage services for Kyiv’s residents from 30.38 to 88.90 UAH per cubic metre. The notice of the proposed tariff changes was published on the Kyiv portal on 6 July. The new price has not yet been approved: the decision is to be taken by the local authority.

What tariffs does the water utility offer?
According to the calculations submitted to the city authorities, it is proposed that the water supply tariff be set at 50.69 UAH per cubic metre, and the wastewater disposal tariff at 38.21 UAH. Together, this amounts to 88.90 UAH per cubic metre, including VAT.
At present, residents of Kyiv pay 16.16 UAH for water supply and 14.22 UAH for wastewater disposal — a total of 30.38 UAH per cubic metre. If the proposed price is approved, it will be 2.93 times higher than the current rate, or 192.6%. For consumption of 10 cubic metres per month, the bill for these two services would rise from approximately 303.80 to 889 UAH.
What the water utility cites as the reasons for the review
«Kyivvodokanal» described the move to an economically justified tariff as a necessary step to ensure the stable operation of the system amid the war and the risks to critical infrastructure.
The company attributes the new charges to rising costs for electricity, fuel, chemicals, network repairs and labour costs. According to the company, electricity costs have risen by about three times compared with 2022, fuel prices have more than doubled, and certain chemicals have almost tripled in price.
Who sets the price now?
Following its adoption Law No. 4777-IX The authority to set tariffs for water supply and drainage for the relevant licence holders has been transferred from the NEURC to the local level. Therefore, Kyivvodokanal’s calculations do not, in themselves, alter the bills.
According to the Ministry of Development, water utilities must submit economically sound calculations by 20 August. The local authority may approve a new tariff or maintain the current price for residents, compensating the utility for the difference from the local budget.
Tariff reviews are also taking place in other local authorities
The current tariff for residential customers in Kyiv has remained at the level in force on 24 February 2022. At the same time, the NEURC set higher tariffs for Kyivvodokanal’s non-residential customers at the end of 2025.
Price increases Water price increases in July 2026 are also being considered in other local authorities. The proposed rate of 88.90 UAH per cubic metre for Kyiv would not be a record high in this context: RBC-Ukraine reported total tariffs of 157.32 UAH in Uman, 113.47 UAH in Pavlohrad and 101.76 UAH in Berdychiv. This comparison highlights a general trend towards tariff revisions, but does not constitute an assessment of the validity of Kyiv’s calculation.
