Ukraine aims to provide shelters at all border crossing points by the end of 2026. This was stated by Serhiy Derkach, First Deputy Minister for Recovery, Infrastructure and Transport.

EU support and dependence on production

According to Serhiy Derkach, the implementation of the plan will depend on Ukraine’s capacity to produce shelters, as many facilities require such structures.

The official also stated that the European Union could support the purchase of shelters for approximately one-third of the border crossing points. This would involve funding through an international project financed by the EU; the number of shelters, the budget and the list of crossing points were not specified.

Joint control with neighbouring countries

At the same time, Ukraine is discussing with neighbouring states the possibility of carrying out Ukrainian border and customs procedures on their territory. Joint control means that the services of both countries operate in the same location, rather than a change to the state border.

Preparations for an agreement on joint control with Poland are ongoing, although the document has not yet been signed, the Ministry of Recovery reported on 25 September.

According to Derkach, four were affected by Russian attacks in 2026 border crossings in the Odesa region. Ukraine is also asking its partners to help build up a stock of modular buildings and equipment so that damaged facilities can be restored more quickly.
