Iran’s Foreign Minister Abbas Araghchi has stated that Ukraine attacked an Iranian merchant vessel in the Caspian Sea, resulting in the death of one seafarer and the injury of another. Tehran summoned Ukraine’s chargé d’affaires and warned that the attack «would not go unanswered».

Tehran has levelled a direct accusation against Kyiv
Abbas Araghchi directly blamed the President for the attack Vladimir Zelensky. «Zelenskyy attacked an Iranian merchant vessel, resulting in the death of a seafarer. This is a gross violation of the UN Charter,» said the Iranian Foreign Minister.
According to the Iranian Ministry of Foreign Affairs, the explosion on the vessel occurred on the morning of 25 July. Tehran has not disclosed the vessel’s route, IMO number, the location of the strike or any details regarding its cargo. Consequently, it is impossible to cross-reference this externally with the targets whose destruction Ukraine has reported.
Iran has lodged complaints with the EU, Russia and the UN
Aragchi stated that, in telephone conversations with the EU’s High Representative, Kaja Kallas, and Russian Foreign Minister Sergey Lavrov, he had emphasised that Kyiv’s actions «would not go unanswered». He did not specify the form or timing of a possible response.
The Iranian Foreign Ministry described the incident as a «hostile and criminal act», summoned the Ukrainian chargé d’affaires to lodge a protest, and declared its commitment to safeguarding national interests and security. Tehran also called on the UN Security Council, European countries and other states to condemn Ukraine and hold it to account.
According to a statement from the Iranian Foreign Ministry, during a conversation with Kallas, Araghchi called on the EU to take «decisive action» regarding Ukraine. There has been no public response as yet from the EU official to this demand.
Ukraine identified military logistics as its targets
Volodymyr Zelenskyy had previously stated that long-range strikes targets in the Caspian Sea. According to him, Ukrainian forces struck a warship and vessels carrying military cargo between Russia and Iran.
The SBU listed a cargo ship among those affected Port Olya 2 and the dry cargo vessel Begey. The Ukrainian side stated that both vessels were subject to international sanctions and were involved in military logistics. EU sanctions documents specifically stated that the Begey was transporting Iranian weapons, ammunition and drone components across the Caspian Sea for Russian forces.
At the same time, Ukraine reported strikes on a Project 12418 «Molniya» missile boat and an offshore platform at the Filanovskoye oil field. This suggests that Kyiv described the operation as a comprehensive strike against Russian military and logistical targets in the Caspian Basin.
What has not yet been established
Ukraine has not publicly confirmed the Iranian account that the attack was deliberately targeted at an Iranian civilian vessel. Nor has it been established whether the statements from Tehran and Kyiv refer to the same vessel. There is no independent public information regarding the point of impact, the weapon used, the nature of the cargo, the damage sustained or the identities of the crew members.
Araghchi’s threat was a direct response from the head of Iranian diplomacy, and not merely media statement or lower-ranking officials. At the same time, in the absence of any announced military, economic or legal measures, it is fair to regard this as a diplomatic warning. The appeal to the EU and the UN may indicate an attempt by Tehran to take its complaint against Kyiv to the international stage.
