Why TCCs do not publish bodycam videos: spokesperson's explanation
Territorial recruitment centres do not publish videos of conflicts from body cameras, as administrators of Facebook pages have neither the authority nor the technical capability to do so. This was stated by a spokesman for the Poltava regional recruitment centre Roman Istomin.
According to him, the procedure for using such materials is clearly regulated.
What the order of the Ministry of Defence provides for
Istomin reminded that on 1 September, Order No. 532 of the Ministry of Defence came into force, approving the instructions for the use of body cameras.
According to the document, photos and videos from body cameras can be provided only upon motivated requests: from authorities, investigators, prosecutors and courts in accordance with the procedure established by law.
«That is, no one can simply take a recording and post it on the Internet,» he stressed.
When publication is possible
According to the spokesperson, the video can only be published in the media with the permission of the head of the TCC and JV and in compliance with the legislation on personal data protection.
Since the records contain information that allows identifying individuals, the head of the centre is responsible for their publication.
Because of this, body camera video is mostly used for internal audits and investigations.
About «bonuses for the mobilised»
Istomin also denied widespread rumours about alleged bonuses to TCC employees for delivering conscripts.
«There is no bonus for the delivery of a person liable for military service, this is a complete lie,» he said.
He added that the salaries of military personnel are determined by law and do not depend on the number of people delivered.
Can heads of TCCs be sent «into the trenches»
The spokesperson stressed that talks about the automatic deployment of the heads of the TCCs to the front line are not true.
According to him, a criminal case and a court decision are required for a demotion, and in case of personnel changes, an officer can be transferred to another position, not necessarily a combat one.
