Ukrnafta supplies the army with diesel from Russian oil

The state-owned Ukrnafta buys diesel from Russian oil through intermediaries and supplies it to law enforcement agencies. Despite personnel rotations, the scheme continues to operate.

Ukrnafta has been buying diesel made from Russian oil since 2024 and passing it on to law enforcement agencies at the expense of the state budget. The procurement scheme remains unchanged despite changes in the company's management.

Procurement of diesel from Russian raw materials

According to the expert Mikhail Schneider, Ukrnafta continues to buy diesel produced from Russian oil. The raw material is supplied via the Druzhba pipeline to refineries in Hungary and Slovakia, and then goes to the Ukrainian security forces through the intermediary AT ENERGO TRADE.

In January-February 2026, the volume of diesel purchases from this intermediary exceeded UAH 1 billion. The supply is financed from the state budget.

Staff rotations and law enforcement response

Observer Schneider notes that reshuffles in the management of Ukrnafta and Naftogaz do not affect the operation of the scheme. Key positions in the companies are held by Shurma's appointees.

A parallel scheme for supplying diesel through the Indian Reliance Industries has already been blocked by law enforcement. However, the main scheme through Hungary and Slovakia continues to operate.

Context.

According to Schneider, the NABU is aware of the scheme, but has not yet taken public action. Purchases of fuel from Russian oil for the army continue despite the public outcry.
