The Cabinet of Ministers of Ukraine has adopted Resolution No. 621, which changes the rules for setting salaries and bonuses for civil servants. The document provides for new approaches to the classification of positions and control over the payroll.
Amendments to the Resolution of the Cabinet of Ministers No. 621
19 May 2026 entered into force Resolution of the Cabinet of Ministers No. 621, which introduces changes to the mechanisms for setting salaries and bonuses for civil servants. Certain provisions of the document will apply from the beginning of the year, from 1 January and 1 March 2026. According to the resolution, the procedure for determining salaries for first deputies and deputy heads of state bodies, as well as depending on the type of body and grades of civil service classification, has been updated.
The government emphasises that public authorities need to check the correctness of the positions' grades, update staffing lists and review the calculation of salaries. Particular attention should be paid to agencies with national jurisdiction and the security and defence sector.
New bonus rules and payroll control
Resolution No. 621 clarifies the procedure for approving bonuses for heads of central executive bodies. From now on, bonuses for the heads of central executive bodies whose activities are coordinated by the Cabinet of Ministers must be approved by the relevant member of the government. This strengthens control over the documentation of bonuses, the procedures for approving incentive payments, and compliance with budgetary restrictions.
For accounting departments, this means that they need to monitor the correctness of bonuses and their approval, as well as strict compliance with the payroll. Special requirements are also set for the Verkhovna Rada apparatus, where all payments must be made exclusively within the approved payroll.
Impact of the Resolution on state financial control
For the state financial control bodies, Resolution No. 621 defines the areas of inspections. In particular, they will control the correctness of the grading of positions, the correctness of the calculation of salaries, the availability of approvals and justifications for bonuses, as well as compliance with budget discipline and the payroll fund.
These changes are aimed at increasing transparency and efficiency remuneration systems civil servants. They will help to avoid errors in payroll and reduce the risk of claims during audits.
Next steps for government agencies
Government entities are advised to promptly update their HR and accounting procedures in line with the new requirements. This includes updating staffing lists, checking the compliance of positions with grades and carefully monitoring bonuses.
The amendments to Resolution No. 621 are part of the adaptation of the remuneration system to the modern model of grades and position classification. They create the preconditions for a clearer and fairer formation of salaries and incentive payments in the public sector of Ukraine.
