Ukraine has lifted its ban on arms exports: what is now permitted to be sold abroad

A new mechanism for the export of arms to partner countries has been introduced in Ukraine.

A new mechanism for arms exports

It has been officially introduced in Ukraine arms exports for partner countries, which has been made possible by Defence Minister Mykhailo Fedorov. According to him, the new mechanism will enable the domestic defence industry to attract additional funding for development without causing a shortage of weapons at the front.

Key export conditions

The main criterion for obtaining an export licence remains the principle of «everything for the front». Sales to foreign customers will only be permitted in quantities that exceed the state’s financial capacity to purchase them for the needs of the Armed Forces of Ukraine. “The main condition is that the needs of the Ukrainian Armed Forces must be fully met. Only that surplus production capacity which the state is currently unable to contract due to budgetary constraints may be directed towards foreign markets,” the government emphasised.

Strict controls and a limited customer base

The export mechanism provides for a strict security framework to ensure that Ukrainian technology does not fall into the hands of the enemy. Arms sales will be made exclusively to partner countries within the framework of official intergovernmental agreements. A special state commission will thoroughly review each contract, checking export volumes against the current requirements of the General Staff and the Ministry of Defence.

Demand for Ukrainian technology

Ukrainian unmanned systems are expected to be in greatest demand amongst foreign partners (UAV), electronic warfare (EW) systems and maritime drones, which have already proven their effectiveness in real combat conditions. Opening up exports will enable arms companies to generate foreign currency revenue, retain highly skilled staff and reinvest profits in new technologies for the Ukrainian army.

Importance for the economy and the front line

Today, the capabilities of Ukraine’s defence industry far exceed the financial resources available to the state budget. This step will deepen Ukraine’s integration into the European and global collective security system, transforming the country from a recipient of military aid into a powerful and equal defence partner.
