The Head of the Anti-Terrorist Centre at the Security Service of Ukraine (SBU), General Artem Bondarenko, presented a strategy to counter Russia’s global terrorism at a UN meeting, emphasising that the war against Ukraine is a deliberate terrorist strategy.

War as a deliberate terrorist strategy
At a UN meeting, the general Artem Bondarenko He emphasised that Russia’s war against Ukraine is not a coincidence, but a deliberate terrorist strategy aimed at destroying the civilian population. He cited statistics showing that, since February 2022, over 167,000 attacks on civilian targets have been recorded, indicating a systematic approach to terror.
«These attacks, particularly those on energy infrastructure, are a clear example of Russia’s terrorist activities,» said Bondarenko.
The general also highlighted the threats associated with the occupation Zaporizhzhya NPP and the deployment of Russian nuclear weapons in Belarus. He called for greater international coordination to protect critical infrastructure, share intelligence and ensure accountability for infringements on states’ sovereignty.
The need for international coordination
Artem Bondarenko emphasised the importance of joint efforts by the international community in the fight against terrorism. He called for closer cooperation between states to counter the threats arising from Russia’s aggressive actions. The general noted that only through coordinated efforts can success be achieved in protecting the civilian population and critical infrastructure.
