Servicemen who have been released from captivity and who, immediately afterwards, have been continuously hospitalised for more than 30 days will receive additional compensation of 50,000 hryvnias per month. The decision was adopted by the Cabinet of Ministers. The same scheme has been extended to police officers and members of the civil defence service, both rank-and-file and senior personnel, in respect of whom it has been established that they were deprived of their personal liberty as a result of armed aggression against Ukraine.

Briefly about the main points

  • The additional payment has been granted to those released from captivity who have been receiving inpatient treatment for more than 30 days.
  • The remuneration will amount to 50,000 hryvnias per month.
  • The Medical Assessment Board must consider the need for long-term treatment no later than the 30th day.
  • The benefit will be paid for the entire period of continuous treatment, but for a maximum of 12 months.
  • Payments will be temporarily suspended in cases where there are suspicions of certain offences.

How the payment will be arranged

Service personnel who, immediately upon their release from captivity, receive inpatient medical and/or rehabilitation care due to illness, injury, wounding, concussion or disability will be entitled to compensation. The time spent being transferred between medical facilities will also be counted as part of the continuous period of treatment.

The need for long-term inpatient treatment must be determined by the military medical board no later than 30 calendar days from the start of treatment. Its conclusion will form the basis for the continuation of financial and material support, as well as for the payment of additional remuneration.

The payments will be made monthly through the military unit or sub-unit where the person is serving. The maximum duration is 12 months; the specific duration will be determined by the assessment VLC.

When can payment be suspended?

If an employee who has been made redundant from captivity If a service member is notified that they are suspected of crimes against the foundations of Ukraine’s national security or of military criminal offences, payment will be temporarily suspended from the date of notification of the suspicion. The suspension or resumption of payments shall be announced by order of the commander (head) of the military unit (subunit).

Payments will resume if the suspicion is withdrawn, the criminal proceedings are suspended or discontinued, or the suspicion is declared unlawful by a court. If a conviction for at least one of these offences becomes final, the additional payment of 50,000 hryvnias will not be made.

For individuals who are simultaneously entitled to several types of additional remuneration under the resolution, a single payment – of the higher amount – is provided for. This rule also applies to police officers and members of the civil defence service, both rank-and-file and senior personnel, in respect of whom it has been established that they were deprived of their personal liberty as a result of armed aggression against Ukraine.
