From 1 January 2027 The minimum wage in Ukraine could rise to 9,546 UAH per month. This figure was reported by MPs during the debate on the draft State Budget for next year. In June, the Cabinet of Ministers set 9,546 UAH in the Budget Declaration for 2027–2029, and in September the Ministry of Finance confirmed that the draft budget is being drawn up precisely on the basis of this document.
- The minimum wage is set to rise to 9,546 UAH in 2027.
- That is 899 UAH more than in 2026.
- The forecast for 2028 is 10,377 UAH.
- The final amount must be approved by the Verkhovna Rada.
The minimum wage will rise by approximately 10%
In 2026, the minimum wage is 8,647 UAH per month. This is provided for in the current law on the State Budget of Ukraine for 2026.
If the figure of 9,546 UAH is approved, the increase will amount to 899 UAH, or approximately 10.41 TP3T.
The Budget Statement also provides for further increases:
- from 1 January 2028 — 10,377 UAH;
- from 1 January 2029 — 11,114 UAH.
The amount has already been included in the budget estimates
Back in April, the Ministry of Finance provided the main budget authorities with indicative figures for the preparation of the budget for 2027–2029. These included a minimum wage of 9,546 UAH.
On 10 September, the Ministry of Finance also held discussions on the draft State Budget for 2027 with representatives of trade unions and employers. The Ministry noted that the document is being drawn up on the basis of the Budget Declaration and the state’s actual financial capabilities.
A final decision has not yet been taken
It is important that 9,546 UAH is currently a target figure, rather than the definitively set minimum wage.
The figure will come into force once the Verkhovna Rada has passed the law on The State Budget of Ukraine for 2027, and the President will sign it.
Furthermore, the figure could still change in theory during the budgetary process. For example, Danylo Getmantsev, chair of the parliamentary committee on finance, had previously proposed raising the minimum wage in 2027 to 11,000 UAH.
What else will change in 2027?
The Budget Statement also provides for increases in other social indicators. In particular, the basic salary for an employee in the first pay grade of the Unified Pay Scale is set to be 3,819 UAH.
The increase in the minimum wage will affect not only employees’ incomes but also a number of tax and social security indicators — in particular, the minimum unified social contribution, certain fines and payments for self-employed people.
The final details will be announced once the 2027 State Budget has been approved.
