Cabinet of Ministers allocated 789 million hryvnias from the state budget’s reserve fund for anti-drone protection of motorways, which are of critical importance to defence and logistics. These are the routes used to transport military cargo, equipment, humanitarian and medical aid, and to carry out evacuations. Work is to begin without delay.

Which roads will be fitted with anti-drone protection?
According to the government, these are motorways identified as being of the highest priority in terms of the country’s defence capabilities.
These routes are operated by military logistics, the evacuation of the population, and the transport of humanitarian and medical supplies. The need for additional protection stems from Russia’s active use of attack and reconnaissance drones against transport and infrastructure.
The Ministry of Defence has already approved the list of priority works.
Five regions will receive the funds
Of the total amount The Recovery Agency is set to receive 356.7 million UAH, more 432.3 million hryvnias will be allocated to regional military administrations.
The allocation of funds is as follows:
- Zaporizhzhia Region — 172.6 million UAH;
- Chernihiv — 105 million hryvnias;
- Dnipropetrovsk — 70.7 million UAH;
- Donetsk — 60 million UAH;
- Kherson — 24 million hryvnia.
The funds may be used for operational purposes road maintenance and the procurement of materials required to set up anti-drone defences.

Prime Minister Sergey Koretsky stated that work on establishing secure routes should begin without delay, and the work must be completed as soon as possible.
Funding will be provided in 2026 from the state budget’s reserve fund. The government has explained that the use of the reserve is necessary due to a shortage of funds in existing budget programmes, local budgets and other sources.
Over 2,000 km of roads have already been repaired in Ukraine
Anti-drone structures They will be introduced on routes near the front line in Ukraine from April 2025.
According to the Ministry of Defence, as at 15 September, the State Special Transport Service had already fitted such protection to 2,013 km of logistics routes. In August alone, a further 214 km of roads were upgraded.
Such structures are used in the most high-risk areas to reduce the risk of attacks by FPV drones and other unmanned aerial vehicles on vehicles, military equipment and transport travelling along key logistics routes.
