The US has drawn up proposals for the talks in Abu Dhabi

Washington hopes to move on from preliminary consultations to substantive discussions on possible agreements to end the Russian-Ukrainian war.

According to Kushner, US representatives worked with both the Ukrainian and Russian sides to prepare proposals for the forthcoming meeting.

«We have been working with both sides to draw up substantive proposals that will make these discussions as meaningful and productive as possible,» said Donald Trump’s adviser.

He emphasised that the US President had identified achieving peace as one of his administration’s priorities. According to him, the American side is focusing on working out the details of a possible comprehensive and long-term agreement.

At the same time, Kushner did not disclose the content of the draft documents, nor did he say which specific provisions had already been agreed upon by the parties to the negotiations.

Security guarantees for Ukraine were discussed in Brussels

On the eve of nthis round of negotiations The American delegation held a series of meetings with representatives from Ukraine, NATO and European countries.

The key topics were security guarantees for Ukraine following the end of hostilities and the establishment of a broader system to prevent new military conflicts in Europe.

Kushner stated that Washington is working on practical solutions that should take into account the parties’ security concerns and reduce the risk of a renewed escalation.

The American adviser also outlined five key areas for the future architecture of European security: ongoing consultations, communication channels in crisis situations, greater transparency in military activities, mutual measures to reduce the risk of escalation, and long-term stability mechanisms.

At the same time, according to Kushner, the principles of the new system are intended to preserve the sovereign right of states to choose their own alliances, whilst NATO will remain the central element of collective defence.

Ukraine has submitted its proposals to the US

Preparations for the meeting in Abu Dhabi had previously been discussed by the President of Ukraine Volodymyr Zelenskyy, Jared Kushner and the US President’s Special Representative Steve Witkoff.

On 4 November, they held a one-and-a-half-hour telephone conversation, during which they discussed forthcoming negotiations, security guarantees and the strengthening of Ukraine’s air defences.

Zelenskyy confirmed that Kyiv had already submitted its proposals for a possible settlement to the US side.

The Ukrainian President specifically emphasised the need for reliable post-war guarantees, which will prevent any repeat of Russian aggression.

During the conversation, they also discussed the supply of interceptors for the Patriot systems and Ukraine’s future defence cooperation with the US.
