Russia is open to an energy truce until New Year’s Eve

According to Pavlyuchenko, Kirill Dmitriev informed the American side that Vladimir Putin allows for the declaration of an energy truce until the end of 2026.

However, Moscow is reportedly linking such a move to the prior agreement on a number of conditions. One of the main conditions is said to be that Ukraine cease its strikes on Russian civilian infrastructure, particularly in the oil and gas sector.

According to the journalist, the Russian side is therefore attempting to incorporate the issue of strikes against oil refineries into the wider negotiation process.

However, Pavlyuchenko does not mention any mechanism agreed between the parties for a mutual cessation of attacks, nor any guarantees that Russia will simultaneously halt its strikes on Ukraine’s energy sector.

Topic. energy truce has already been discussed at international level. Previously, the Ukrainian side had cited a cessation of attacks on critical infrastructure as one of the possible first steps towards de-escalation.

The Kremlin wants to draw up a package of documents on post-war Europe

According to Pavlyuchenko, another part of the Russian proposals concerns a wide-ranging agreement intended to define not only the terms for ending the war, but also the future architecture of European security.

The journalist claims that the Russian negotiating delegation has been instructed to prepare the relevant documents for discussion with the US and Ukraine.

The proposed package is reportedly set to include security guarantees for both states, deterrence mechanisms and principles for maintaining stability in Europe.

According to the source, the Kremlin expects to have these documents finalised by spring 2027.

It is not yet known whether the Ukrainian or American negotiators have received specific drafts of the relevant agreements. Neither side has officially disclosed their contents.

At the same time Donald Trump Following his meeting with Dmitriev, he publicly stated that a wide-ranging agreement was possible, one that would concern not only Ukraine but also broader European security.

A territorial «compromise» in exchange for a reduction in the Armed Forces of Ukraine and concessions from NATO

The strictest requirements, as reported by Pavlyuchenko, relate to Ukraine’s defence capabilities and NATO’s military presence in Europe.

According to him, Dmitriev allegedly reiterated Putin’s willingness to consider an option under which Ukraine would retain control over the unoccupied part of the Donbas.

However, Moscow makes this possibility conditional upon the fulfilment of a wide range of conditions.

Among these, the journalist cites a reduction in the size of the Ukrainian Armed Forces, restrictions on certain weapons systems, and concessions regarding the Russian language and the Russian Orthodox Church.

One specific demand allegedly concerns NATO. According to Pavlyuchenko, the Kremlin is seeking the withdrawal of the Alliance’s infrastructure from the Baltic states and Scandinavia.

In effect, this is an attempt to link the end of the war against Ukraine to a review of the security arrangements of other European states.

Moscow is reportedly only allowing the presence of European troops in the west of Ukraine

Pavlyuchenko also reports on the Kremlin’s position regarding the possible deployment of an international contingent in Ukraine once hostilities have ceased.

According to him, Dmitriev stated that Putin was prepared to consider the presence of «Coalition of the Willing» forces, but only in the western regions of Ukraine.

An additional condition is reportedly to be compliance with Russia’s broader security demands, in particular regarding the Ukrainian army and NATO.

Such an approach would significantly limit the capabilities of the international contingent, which is regarded as one of the means of ensuring Ukraine’s security.

The US is preparing for a new round of talks on Ukraine

Against the backdrop of these reports, preparations are continuing for tripartite talks between Ukraine, the US and Russia, scheduled for 10–11 November in Abu Dhabi.

Following his meeting with Dmitriev, Trump expressed his hope that a broad agreement to end the war could be reached. At the same time, the US is holding consultations with Ukraine, NATO and its European partners regarding future security guarantees.

German Chancellor Friedrich Merz stressed that Moscow must demonstrate the seriousness of its intentions regarding a ceasefire, and that European states should be involved in shaping a lasting peaceful settlement.

Among the issues to be discussed in the forthcoming talks are a halt to attacks on energy infrastructure, security in the Black Sea and guarantees for Ukraine.

For the time being, reports of new Russian ultimatums remain based on information from a single source. Official representatives of Ukraine, the US and Russia have not confirmed the specific conditions listed by Pavlyuchenko.
