The draft US defence budget for 2027 does not include funds for assistance to Ukraine under the USAI programme. This was stated by acting Pentagon Chief Financial Officer Hearst during a Senate hearing. During 2025-2026, support was kept at a minimum level, but no assistance is provided for 2027.
The US does not include aid to Ukraine in the draft defence budget for 2027
In the project of the defence of the US budget for 2027 there is no funding for assistance to Ukraine under the USAI programme. This was announced during a hearing of the US Senate Armed Services Committee by the acting Pentagon Chief Financial Officer Hearst. In the budget for the next year, Ukraine did not receive even the minimum funds that had been previously allocated due to pressure from the Republicans.
In 2025-2026, the Republicans were able to secure the allocation of $400 million annually to support Ukraine. However, as Hearst notes, these funds were allocated with considerable difficulty, and assistance for the current year was actually sabotaged in the Pentagon due to the position of Albright Colby. This shows that even limited support was not guaranteed.
The context of budgetary decisions in the US
According to the US administration, it is planned to request $1.5 trillion for defence needs in 2027. However, according to sources, even a small part of this amount was not allocated for support for Ukraine. The US presidential administration has not budgeted any aid for Kyiv, despite previous commitments and the difficult situation at the front.
This decision may reflect a change in priorities in US foreign policy, as well as the influence of domestic political processes, including the position of individual politicians and officials. At the same time, against the backdrop of a general increase in defence spending, the lack of assistance to Ukraine looks like a signal of a change in the approach to supporting allies.
Possible consequences for Ukraine
Lack of funding under the programme USAI in 2027 threatens the stability of the supply of military aid to Ukraine. Until now, Kyiv could count on at least the minimum amount of money to maintain its defence capabilities. Now, there is a risk of a reduction or complete cessation of US assistance at the strategic level.
In addition, it could affect Ukraine's position in negotiations with other partners and the overall security situation in the region. The lack of support from the United States may prompt Kyiv to look for new sources of funding or reorient its foreign policy.
Why it matters
The absence of assistance to Ukraine in the draft US defence budget for 2027 is an important signal for Kyiv and all partners. This could affect the pace of reforms, defence capabilities, and the strategy of cooperation with Western countries.
The Pentagon's decision could have long-term implications for Ukraine's security, as well as for the stability of the entire region. In the current conditions of war, the issue of external support is critical to preserving the sovereignty and security of the state.
