Ukraine has received the seventh tranche of funding from the European Union under the Ukraine Facility programme for EUR 2.8 billion. The funding will be used for priority state budget expenditures, including social and humanitarian needs. Ukraine has fulfilled part of the conditions for receiving additional compensation for its outstripping reforms ahead of schedule.

Implementation of the indicators of the Ukraine Plan
To date, Ukraine has fulfilled 11 indicators of the Ukraine Plan, covering reforms in the areas of public administration, economy, energy, digitalisation and the rule of law. According to Svyrydenko, the country has fulfilled a number of conditions for the next stages of funding ahead of schedule. This allowed the country to receive additional compensation for the advance fulfilment of its reform commitments.
The role of finance in maintaining stability
EU funding is key to Ukraine's economic resilience and recovery. As of the end of May 2026, the government has implemented 86 measures of the Ukraine Plan, with another 65 at various stages of implementation. This demonstrates a systematic approach to reforms and the country's preparation for EU membership.
Parallel financing arrangements
In addition to the EU tranche, the Ministry of Finance and the World Bank signed a loan agreement for €236 million guaranteed by the Kingdom of Sweden. On 28 May, the Council of the European Union decided on the seventh tranche of support, and on the same day, the Verkhovna Rada ratified loan agreement EUR 90 billion in EU support for Ukraine.
