A sanctions initiative is to be discussed in the Capitol

One of the key topics could be the draft bill on new sanctions against Russia. Bill S. 5025 is officially titled the Lindsey O. Graham Sanctioning Russia Act of 2026; it was introduced on 16 July.
In their public statements, the authors of the initiative refer to primary and secondary sanctions against Russia and entities aiding its war against Ukraine. The bill also provides for the US President to impose customs duties up to 100% on imports from countries that purchase significant volumes of Russian oil and gas or facilitate the circumvention of restrictions.
Widespread support does not mean the law has been passed
According to the Senate Foreign Relations Committee, the sanctions initiative has the support of more than 60 senators from both parties. The day before, Senators Richard Blumenthal, Jean Shaheen, Roger Wicker and Lindsey Graham announced that they had reached an agreement with the Trump administration on a renewed push for the bill.
However, S. 5025 has not yet become law. According to Axios, discussions took place during the drafting process regarding the limits of the President’s tariff powers and certain provisions of the bill. The current version provides for a maximum rate of 100%, whereas the previous draft had envisaged secondary tariffs of up to 500%.
A meeting with senators could provide the Ukrainian side with a platform to make the case for the faster implementation of sanctions. However, the initiative’s future will depend on the legislative process, compromises within Congress and the US President’s decisions regarding the application of the relevant measures.
