The head of the President's Office, Kyrylo Budanov, said that reforms are possible only in relation to inhuman treatment during conscription. According to him, difficulties with mobilisation are typical for countries at war.
Budanov on the compulsory detention reform
Kirill Budanov, The only thing that can be reformed in the process of mobilisation is the inhumane treatment of people during the forced conscription.
He stressed that it was the behaviour of individual representatives of the authorities, not the fact of forced recruitment. According to Budanov, all those who are willing have been mobilised for a long time, but the country still needs people.
Scale of mobilisation evasion
Budanov acknowledged that millions of people remain in Ukraine who evading mobilisation. This creates additional challenges for the state's defence capability.
He noted that the problem of tax evasion is one of the most acute in the current situation, and its scale is significant.
Mobilisation difficulties are not unique
The DIU chief stressed that difficulties with mobilisation are a standard situation for any country at war.
Budanov reminded that similar problems have arisen in the history of other countries and are not unique to Ukraine.
