Citizens have made over 7 million bookings for administrative services via the updated «E-booking» system in the year and a half since it was launched, according to the Ministry of Internal Affairs of Ukraine. The majority of bookings were made online. The service is designed to help users plan in advance their in-person visits to service centres, particularly for matters relating to driving licences and vehicles.

The online channel is predominant, but the terminals still offer offline access
Citizens made more than 4.79 million entries via the internet. They used self-service terminals directly at service centres for this purpose on more than 2.35 million occasions MINISTRY OF INTERNAL AFFAIRS.
According to the minimum figures quoted, the online channel accounts for at least around two-thirds of all bookings. At the same time, the terminals allow you to book an appointment at the centre: if there is a free slot available, you can receive the service on the same day.
Priority booking requires a personal enquiry and confirmation of status
Over 239,000 entries in the system were prioritised. This option was available, in particular, to members of the armed forces, people with disabilities, family members of those who have died or been killed in action whilst defending Ukraine, and other categories specified by law.
Priority service changes the order in which calls are handled by the administrator, but does not alter the terms of the service: the procedure, documents and mandatory payments remain the same. To apply for this service, a person must apply in person to service centre, register via the terminal and confirm your status by presenting the original document.
What types of enquiries are planned via the system, and what services are available remotely?
The Ministry of Internal Affairs« service centres provide services relating to driving licences, the registration and re-registration of vehicles, the exchange of documents and other matters within their remit. Through the »E-booking’ system, in particular, you can book a theory or practical test, arrange vehicle registration, or exchange or apply for an international driving licence.
«E-Zapis» arranges in-person appointments, but some procedures that do not require you to be there in person can be carried out via the Driver’s Portal or the «Action.». Booking via the official web service, app and terminals is free of charge; the Ministry of the Interior has warned about third-party bots offering a paid search for available slots.
