Fictitious mobilisation at military registration and enlistment offices: how officials forged the lists

Three officials of the territorial recruitment and social support centres exposed 276 people for fake mobilisation. They used legal access to the state register «Amulet» for entering false information about those mobilised. The lists include the dead, prisoners, people with the right to deferment, and those who are already serving or studying in military institutions.

These actions allowed officials to create the illusion of plan implementation mobilisations. Fake name lists were sent to the regional RCCs, although people were not actually drafted. In the Mukachevo RTC, the colonel and his deputy «mobilised» 270 people in three months of 2026, which significantly distorted the statistics.

Judicial consequences and further investigation

The three officials were notified of being suspected of fake mobilisation. The court remanded the Transcarpathian colonel and major in custody with an alternative bail of UAH 3.9 million and UAH 3.3 million, respectively. The interim head of the Zolochiv RCCC was released on bail in the amount of UAH 121,100.

The investigation is ongoing, which indicates the seriousness of the case and the possibility of new facts being discovered. The fake mobilisation undermines confidence in the recruitment system of the Armed Forces of Ukraine and makes it difficult to assess the country's real military potential. Law enforcement agencies have demonstrated their determination to fight corruption among military officials.
