On the morning of 16 July, Russian forces struck a civilian business in the village of Vysokyi in the Kharkiv district, according to the regional prosecutor’s office. A minibus was passing by the site of the strike and was damaged by debris. Four of its passengers were injured, whilst the driver suffered acute stress reaction.

According to the investigation, the attack took place at around 06:40. The Public Prosecutor’s Office has provisionally classified the drone used by Russia as a «Geranium».
The strike was recorded on the company’s premises. At the moment of the strike, a minibus carrying passengers was driving past. It was damaged by debris, which also caused injuries to the people inside.
The driver did not go to hospital
Four passengers on the minibus were injured. The driver of the minibus suffered an acute stress reaction but refused to be taken to hospital.
The Kharkiv Regional Prosecutor’s Office has launched a pre-trial investigation under Part 1 of Article 438 of the Criminal Code of Ukraine — violation of the laws and customs of war.
Attacks also continued in other parts of the region
The morning strike in Vysokyi followed a series of intense attacks on the Kharkiv region. As of 08:50 on 16 July, the regional military administration reported that Kharkiv and a further 23 settlements in the region had come under attack over the previous 24 hours.
According to this report, 18 people, including a child, were injured as a result of previous attacks. This figure refers to the total number of strikes over the past 24 hours, not just the incident involving the minibus in Vysokyi.
The circumstances of the attack in Vysokoye suggest that the danger to civilians arose outside the factory premises: the passengers were injured whilst the vehicle was travelling near the point of impact.
