New proposals and the Kremlin’s stance

Vladimir Putin During his speech, he stated that the Kremlin had received new proposals regarding a possible an end to the war against Ukraine. Among these initiatives, he said, were proposals for a mutual cessation of strikes deep into each other’s territories, as well as a suggestion to restrict hostilities to just the four occupied regions: the Kherson, Zaporizhzhia, Donetsk and Luhansk regions.

However, despite these proposals, Putin made it clear that such options «are not part of his plans». He emphasised that Russian strikes are «far more powerful, precise and destructive», and therefore initiatives to limit military action cannot be accepted.

The Kremlin and the shortfall in the Ukrainian Armed Forces

Putin also reiterated his previous statements regarding the alleged «catastrophic shortage of personnel» in the Ukrainian army, which, in his view, is yet another reason why the Kremlin cannot agree to the proposed terms. He assured that the Kremlin is carefully considering all initiatives coming from the Ukrainian side, but is not showing any willingness to halt hostilities.

These statements were made against the backdrop of ongoing hostilities, suggesting that, despite the new proposals, the Kremlin has no intention of changing its military strategy.
