Ukraine is preparing for the new heating season, and the Pension Fund has already clarified the rules for awarding housing subsidies for 2026–2027. Most current recipients will have their benefits paid automatically, even if the amount was 0 UAH during the summer. However, those applying for a subsidy for the first time, or who have experienced changes to their household composition or utility services, will need to submit the necessary documents.

Who will have their winter 2026–2027 subsidy paid automatically?
The Pension Fund has announced that For most households that are already eligible for a housing subsidy, there is no need to apply separately before the new heating season begins. The amount of the benefit will be determined automatically on the basis of information held in the state registers.
This also applies to those households for which the subsidy was calculated at the rate of 0.00 UAH. In the autumn Pension fund will recalculate the amount, taking into account heating costs and current income.
The Pension Fund of Ukraine (PFU) determines entitlement to benefits for the period 2026–2027 as part of the annual cycle by 30 April 2027.
Who must submit a new application
The Pension Fund should be contacted, first and foremost, by those who is applying for a housing benefit for the first time. A new application must also be submitted if, as at 1 October, there has been a change in the number of people registered at the property, the composition of a household member’s family, or the list of housing and utility services used by the family.
In certain circumstances, an application is also required tenants, to internally displaced persons at their actual place of residence and to households applying for a subsidy to purchase solid or liquid heating fuel and liquefied petroleum gas.
The following are required for initial registration statement and declaration. Depending on the situation, you may need a tenancy agreement, an IDP certificate or an agreement on the restructuring of utility debts.
What income will be taken into account when calculating the subsidy?
For the heating season For the years 2026–2027, household income for the first and second quarters of 2026 will be taken into account. If a person is in receipt of a pension, the pension payment calculated for August 2026 will be used for the calculation.
Total income may include salary, pensions, military pay, unemployment benefit and other insurance and social security payments, certain scholarships, remittances from abroad, dividends, income from land rental and the sale of property.
There is no need to collect most of the supporting documents yourself. The Pension Fund of Ukraine receives information on income via electronic data exchange with the Tax Service and other government systems. Additional supporting documents may only be requested if the declared income is not recorded in the registers or cannot be obtained automatically.
By what date must the documents be submitted?
For those who need to apply for a subsidy, an important date is — 30 November 2026.
If the documents are submitted with 1 October to 30 November inclusive, a subsidy may be granted from the start of the heating season, but not before the date on which the person became entitled to it. If you apply later, payments will be granted from the month in which you applied.
Formally, the subsidy is calculated for the heating season from October to April, and the standard duration of the season is taken into account when determining heating costs from 16 October to 15 April inclusive.
Can they refuse to let me in because of utility bills?
Yes, outstanding debts may affect your eligibility for benefits.
If the supplier has notified the Pension Fund of Ukraine of an overdue a debt of more than three months, and the amount exceeds 680 UAH, the subsidy for the relevant utility service may not be granted for the next period.
However, the situation can be rectified. To do so, you need to settle the debt, enter into an agreement to restructure it, or challenge the debt in court. If the matter is resolved within the specified time limit, your entitlement to the subsidy can be reinstated.
The mere fact that a person has a debt does not mean that they are permanently barred from receiving assistance.
How to apply for a subsidy online
Ukrainians can choose one of several ways to apply.
Documents are accepted at Pension Fund of Ukraine service centres, by post, via the Centre for Administrative Services, and through authorised representatives of local authorities. You can submit an online application via the PFU web portal, the «Pension Fund» mobile app or the «Diya» portal».
An online service for applying for a housing subsidy is available on «Diia». The system allows you to submit the necessary information remotely without having to visit the Pension Fund.
Who is actually eligible for a subsidy?
Any of the registered residents of the property may submit the documents. Tenants who actually live in the flat or house under a tenancy agreement may also apply for the subsidy, as may internally displaced persons (IDPs) who live at the actual address even without a tenancy agreement — provided they have the relevant certificate.
The subsidy itself does not cover the full amount of utility bills. Its amount is calculated as the difference between the cost of services within the established social standards and the mandatory payment that a household is required to make, taking into account its income.
Therefore, two households living in identical flats may receive different amounts of subsidy — depending on the number of occupants, their incomes, the range of services provided and the method of heating.
