Norway is to provide Ukraine with 1 billion Norwegian kroner — approximately €90 million — in additional funding under the Ukraine Facility. This is the first time that a country outside the European Union has contributed to Ukraine’s funding through this instrument. The funds are due to be disbursed by the end of 2026. This was announced by Ukraine’s Ministry of Economy and Environment.

What will Norway’s funds be used for?
According to the Ministry of Economy, the funding will be directed towards support for Ukraine’s national budget.
This refers, in particular, to ensuring the functioning of state bodies, funding critical services and implementing the reforms set out in Ukraine’s Plan within the framework of Ukraine Facility.
Minister for the Economy and the Environment Oleksandr Kravchenko He noted that international financial support enables Ukraine to maintain economic stability during the war and to channel more of its own resources into defence.
Norway became the first non-EU country to join this mechanism
The distinctive feature of the new solution is that Norway is not a member of the European Union, yet it became the first country of its kind to provide direct financial support to Ukraine through the Ukraine Facility.
Prior to this, the main funding had been provided by the EU and its Member States through this mechanism.
The Ukraine Facility itself is scheduled to run from 2024 to 2027 and is intended to support Ukraine’s macro-financial stability, the country’s recovery, the modernisation of its economy and the implementation of the reforms necessary for further European integration.
Norway has already provided funding for Ukraine’s energy sector
Norway had previously provided funding through the investment arm of the Ukraine Facility — Ukraine Investment Framework.
By 2026, the country had already channelled funds through this channel 500 million Norwegian kroner in support of Ukraine’s energy supply.
As far back as 2025, Norway’s contribution through this mechanism amounted to 1.5 billion kroner. These funds were used, in particular, to purchase the gas required for the generation of electricity and heat.
When will Ukraine receive the money?
The Ministry of Economy expects that the new package, amounting to 1 billion Norwegian kroner will be received by the end of 2026. The funding will form part of the budgetary support for Ukraine and is intended to help ensure the provision of basic public services whilst reforms under Ukraine’s Plan are being implemented.
