Zelenskyy has imposed sanctions on manufacturers of Russian missiles

Three decisions by the National Security and Defence Council are also directed against financial intermediaries and entities operating in the interests of Russia in the occupied territories.

On 11 October, President Volodymyr Zelenskyy enacted three National Security and Defence Council (NSDC) resolutions imposing sanctions on individuals and companies acting in Russia’s interests. One set of measures targeted 70 Russians involved in the production of «Iskander-M» and «Zircon» missiles, whilst the others targeted those circumventing financial restrictions and operating in the temporarily occupied territories of Ukraine.

Personal restrictions for staff in the missile chain

The new list targets engineers, technologists and managers who are involved in various stages of Russian arms production — from the supply of fuel and explosives to the assembly of finished products.

Those subject to sanctions include employees of the Votkinsk Plant, the V. V. Bakhirev Institute of Mechanical Engineering, and the companies «Radar MMS», «Granit-Electron», «Metafrax Chemicals» and «Altai».

Adviser — the President’s Special Representative on Sanctions Policy Vladislav Vlasyuk He stated that the companies themselves were already subject to Ukrainian sanctions, and some of them were also subject to restrictions imposed by international partners. Personal sanctions have now been extended to employees involved in the production process.

The financial package covered crypto services and the A7 network

Sanctions for facilitating the circumvention of financial restrictions have been imposed on 28 individuals and 27 legal entities. The list includes operators of cryptocurrency exchanges and cryptocurrency exchange services, as well as their owners and directors.

The restrictions also apply to the owners and directors of companies linked to the A7 shadow banking network. According to the Presidential Press Service, these organisations publicly offered ways to circumvent financial sanctions.

The US had previously imposed restrictions on A7. The US Treasury Department linked the network to the use of intermediaries in third countries to disguise payments as legitimate trade.

Lists of individuals acting in the interests of Russia in the occupied territories

The third decision NSDC provides for sanctions against 10 individuals, 21 legal entities and two seagoing vessels. According to the Office of the President, those named are acting in Russia’s interests in the temporarily occupied territories of Ukraine.

The Ukrainian authorities link these individuals and companies to the financing of the war, the misappropriation of natural resources and the dissemination of Russian propaganda. The companies mentioned include internet and television service providers, geological exploration firms, and manufacturers of electronics and metal products.

The Foreign Ministry will approach its partners regarding the harmonisation of restrictions

The NSDC decisions, adopted on 30 September, have come into force Presidential Decrees No. 1035/2026, No. 1036/2026 and No. 1037/2026. They were published on 11 October and came into force on the day of publication.

The decrees instruct the Ministry of Foreign Affairs to inform the relevant authorities in the EU, the US and other countries and to raise the issue of similar restrictions with them. Ukraine plans to work with its partners on sanctions against Russian defence and chemical enterprises and their key personnel.
