The official situation following the change of Commander-in-Chief
Mykhailo Drapaty was appointed Commander-in-Chief of the Armed Forces of Ukraine by a presidential decree dated 22 July 2026. The day before, the President had publicly stated that Drapatiy, Yevhen Khmara and other designated commanders are to draw up an updated defence strategy, the next steps in corps-level reform, and decisions in response to requests from combat commanders.
This directive highlights the strategic planning task set for the new leadership. At the same time, it does not reveal the content of the document reported by UP, nor does it establish its connection with the deliberations within the National Security and Defence Council.
What changes in the Armed Forces of Ukraine are described by UP?
According to the publication, several dozen colonels, brigadier generals and other officers have been transferred to the reserve battalion for officer personnel. In one of the General Staff’s departments, around 15 officers were transferred to the reserve in a single day, according to UP. The publication also reports on changes amongst corps commanders and heads of specific sectors, whilst some of the officers previously removed from command have been appointed to new posts.
UP describes a shift in the approach to command: tasks are to be delegated via force groups and operational commands, whilst at a higher level the focus is to be more on statistics, problem analysis and planning. DELTA is not a new system: the Ministry of Defence describes it as a combat digital ecosystem for battlefield visualisation, operational planning and information sharing.
