Interior Minister Ihor Klymenko said that citizens should have the right to armed self-defence. He also announced the preparation of the final version of the draft law on the right of civilians to firearms.
The right to armed self-defence
Minister of the Interior Igor Klimenko stressed that people should have the right to armed self-defence. According to him, this issue will be regulated within the framework of new legislation on civilian weapons.
Klymenko stressed that citizens' access to firearms is seen as a tool for self-defence, and this should be enshrined in law. The minister did not provide further details on the conditions for obtaining this right.
Discussion of the draft law with the participation of experts
The minister announced that expert discussions will be held in the near future with the participation of MPs, the public, journalists and the veteran community. The aim is to prepare the final version of the draft law on civilian weapons.
The discussion should ensure that different perspectives and experiences are taken into account, and that the process is transparent. The final text of the draft law will be formed after consultations with stakeholders.
Position on police actions during the terrorist attack
Ihor Klymenko also commented on the actions of police officers who arrived at the scene of the terrorist attack but failed to protect civilians. The Minister described these actions as shameful. He did not provide details of the incident, but stressed the need for law enforcement to respond in accordance with security standards. This issue remains in the focus of the Ministry of Internal Affairs.
Lack of mass checks of gun owners
The minister said that no mass checks of gun owners are planned. According to him, such measures will not be implemented in connection with the discussion of the new draft law.
Klymenko noted that respect for the rights of gun owners will remain a priority. At the same time, the issues of security and control over arms trafficking remain relevant.
The attacker's mental state and medical certificates
The Minister drew attention to the attacker's mental state, which he said was clearly unstable. He stressed the need to investigate how the individual had obtained the necessary medical certificates to renew his gun permit.
This issue will be the subject of a separate investigation to avoid similar cases in the future. The MoI plans to strengthen control over the procedure for issuing medical certificates.
