The Ministry of Defence is working to introduce new approaches to mobilisation. The main goal is to correct mistakes during military medical commissions (MMCs) and improve the quality of the mobilisation resource. This was reported in response to a request from hromadske.
New approaches to mobilisation
According to the Ministry of Defence, a transition from mass notification to the principle of professional compliance is planned in the near future. Now Territorial recruitment centres and social support (TCC and SP) will prioritise the recruitment of specialists in specific profiles - drivers, communications, medical, IT - in accordance with the current needs of the Defence Forces. This should increase the efficiency of manning the army and provide units with the necessary specialists.
At the same time, the ministry emphasises that this approach will not only optimise the mobilisation process, but also reduce the burden on those who do not have the skills required by the army. It will also contribute to the formation of more professional units.
Improving data exchange
The Ministry of Defence plans to improve data exchange between the «Amulet», the databases of the National Police and the State Border Guard Service. This integration will allow for quick verification of information about mobilisation resources, prevent duplication or loss of data, and help avoid mistakes that have occurred in the past during mobilisation.
In addition, this will contribute to greater transparency of the mobilisation process and allow for a prompt response to changes in the composition of the mobilisation reserve. Effective information exchange between agencies will help improve the quality of human resource management under martial law.
Digitalisation and doctors' access to medical data
Another important step will be to ensure the full functioning of the electronic cabinet in the Reserve+ system. This will allow citizens to update their data on their own, without having to visit the CMC. This will make the mobilisation process more convenient and transparent for people.
In addition, it is planned to introduce access to digital medical histories of patients in civilian healthcare facilities for doctors of military medical commissions. This will help avoid mistakes in assessing the health of recruits and increase the objectivity of the decisions of the MEC.
