Petro Panteleev He stated during a briefing that the city would monitor the air temperature and the forecast for the coming days. According to him, the decision on the mass switch-on of the heating system would also take into account the need to use natural gas sparingly.
As early as 2 October, Panteleev had linked the start of the central heating season not to a fixed calendar date, but to the actual onset of colder weather. As of 9 October, the Kyiv City State Administration had not announced a specific date for the supply of heat to residential buildings.
Social care facilities are to be the first to be connected
According to Panteleev, hospitals and other social care facilities may be connected to the heating supply before residential buildings. This is the planned sequence for the supply of heating, not the announced start date for heating for all establishments.
The official also stated that Kyiv’s combined heat and power stations had been made ready for operation, and that certain components had been given additional protection. He did not provide any details of these measures.
Panteleev attributed the subsequent situation, in particular, to the intensity of Russian shelling energy infrastructure.
What was training like in September?
On 17 September, Panteleev reported on the Kyiv portal that 80% preparatory measures for the 2026/27 season had been completed. And on 22 September, the Kyiv City State Administration announced that 82% residential buildings managed by municipal management companies had received certificates of readiness.
These figures reflect the preliminary stage of preparation and relate to various categories of works and sites. The Kyiv City State Administration has now announced that the city is ready for the season, whilst, according to Panteleev, the decision on whether to supply heat to homes will be taken depending on future weather conditions and safety considerations.
