The National Anti-Corruption Bureau of Ukraine (NABU) and the Specialised Anti-Corruption Prosecutor’s Office have notified eight individuals that they are under suspicion in a case concerning the alleged misappropriation of over 150 million hryvnias from the National Guard of Ukraine. According to the investigation, the funds were siphoned off through companies under their control following the purchase of stock and other goods. The assets of those involved and the funds seized from the business owners have been frozen.

Who is under suspicion in the case?
Pros. message The NABU and the SAP have named the following as suspects: the deputy director of the Logistics Department of the Main Directorate of the State Security Service of Ukraine, the head of the Central Base for Production and Technological Procurement, and his deputy. Two businessmen, the director of a company under their control, and two directors of valuation firms—whom the investigation considers to be accomplices—have also been placed under suspicion.
The actions of all those involved have been classified under paragraph 5 of Article 191 of the Criminal Code of Ukraine. This refers to a notification of suspicion, not a finding of guilt by a court.
The investigation’s version of events regarding the purchase of the warehouse
According to the detectives, in 2024 the National Guard needed a warehouse to store food for its personnel. The investigation alleges that officials did not purchase the property directly from the owners, but instead reached an agreement with businesspeople.
Entrepreneurs, according to NABU, registered the premises in the name of a company under their control and immediately sold it to the National State Administration. According to the investigation, the price in this sale was artificially inflated by more than 143 million hryvnias.
According to the law enforcement authorities, appraisers were brought in to facilitate the transaction; in return for payment, they falsified a property valuation report. The funds obtained were allegedly channelled through companies showing signs of being shell companies and distributed amongst those involved in the scheme.
Other acquisitions and the seizure of assets
Separately, the NABU and the SAP have reported the suspected misappropriation of a further 7 million hryvnias during the procurement of solar power stations for military units and tyres for armoured personnel carriers.
The investigation links the purchase by National Guard of Ukraine officials of Mercedes-Benz AMG GLE, Toyota Land Cruiser 300 and Audi Q8 cars, plots of land near Kyiv, a two-level flat in Kyiv and a flat in Bukovel to illicit income. A seizure order has also been issued for US$340,000 and €99,700, which were seized from businesspeople.
According to the NABU and the SAP, the alleged losses were established by forensic examinations and confirmed by specialists from the State Audit Service. The investigation is ongoing: law enforcement agencies are looking into the possible involvement of other individuals and the laundering of funds.
