Ukraine is stepping up production of systems to intercept Russian «Shahed» drones following an assessment of test results. This was announced on 25 September by President Volodymyr Zelenskyy following a meeting of the Supreme Commander-in-Chief’s Headquarters. The participants also took decisions regarding the production of jet engines and the protection of data centres and communications facilities, whilst in the diplomatic sphere they prioritised the preparation of new packages of sanctions by partners.

The trials identified the priority defence measures
At the meeting, figures on the percentage of downed aircraft were presented jet-powered drones, as well as the practical experience of the teams carrying out the interceptions. Based on the results, the key measures capable of strengthening the defences were identified, the president said.
«We have identified key equipment that can strengthen our defences. We are stepping up production,» said Zelenskyy.
The President did not disclose any public performance figures, the names of the interceptors or the planned production volumes. On 24 September, he reported on the testing of four new jet-powered interceptor drones, without revealing their manufacturers, models or the number of successful hits.
The Council has decided to proceed with the production of jet engines
Separately, the High Command adopted new decisions regarding the roll-out of production in Ukraine of various types of jet engines.
The technical specifications of the engines, the list of contractors and the implementation timetable have not been disclosed. The President’s statement relates to the organisation of production, rather than production volumes already achieved.
The intelligence service has presented an assessment of Russia’s technological plans
GUR presented a detailed report on Russia’s technological plans for 2027. It covered the resources Moscow is counting on, its production capabilities and the arrangements for sourcing foreign components.
According to Zelenskyy, Ukraine is adapting its countermeasures in line with the threats identified. The Ministry of Foreign Affairs and Ukrainian diplomatic circles have identified as a priority the preparation of new packages of sanctions by partners against the shadow networks that support Russian production of drones and missiles, particularly ballistic missiles.
Data centres and communications networks are to receive additional protection
Another set of measures concerned the infrastructure required for communications. The High Command agreed on additional measures to protect data centres and ensure their continuous operation.
They also cover other critical infrastructure in the communications sector. The specific security measures and the deadlines for implementing these decisions have not been made public.
