Belobrov and Grygorenko have been appointed deputy ministers

Vitaliy Belobrov, the former deputy mayor of Kherson, and Yegor Grygorenko, a consultant, have been appointed to new posts. Yuriy Kononenko, first deputy head of the Shipping Administration, has stepped down of his own accord.

On 7 October, the Cabinet of Ministers appointed Vitaliy Belobrov as Deputy Minister for Communities, Territories and Internally Displaced Persons, and Yegor Grygorenko as Deputy Minister for the Economy and the Environment. On the same day, the government accepted the resignation of Yuriy Kononenko, First Deputy Head of the Shipping Administration.

Belobrov moved to the central government from Kherson

Purpose Vitaliy Belobrov enacted by Order No. 1004-r, signed by the Prime Minister Sergey Koretsky. Before taking up his post in central government, he was Deputy Mayor of Kherson, responsible for the work of the council’s executive bodies.

Secretariat Cabinet of Ministers On 16 September, it was reported that the statutory vetting of Belobrov as a candidate for the post had begun. He studied at Kherson State Agrarian University and Kherson State University, and also completed a master’s programme in public management and administration at the Ukrainian Catholic University.

Grygorenko worked in the consultancy sector

By Order No. 1005-r, the Government approved the nomination of Yegor Grygorenko. Before joining the civil service, he worked in consultancy: in documents from the Ministry of Economy, he was referred to as a partner and head of the consultancy and risk management departments at Deloitte in Ukraine. He also took part in public debates on economic policy and the development of Ukrainian industry.

On 30 September, the Secretariat of the Cabinet of Ministers announced the launch of a vetting process for Hryhorenko in accordance with the Law «On Purification of Government». Documents had already identified him as a candidate for a post at the Ministry of Economy and the Environment.

Kononenko has stepped down from his post at the Shipping Administration

Yuriy Kononenko He was dismissed by Order No. 1003-r. He had held the post of First Deputy Head of the State Service for Maritime and Inland Waterway Transport and Navigation since August 2025.

Prior to joining the service, Kononenko worked for the Transport and Communications Infrastructure Department of the Odesa Regional State Administration, and between 2018 and 2025 he held senior positions at the state-owned enterprise «Ukrainian Sea Ports Authority». The government decrees have been published on the Cabinet of Ministers’ official website.
