Germany is preparing a new winter aid package for Ukraine

During the meeting Zelensky briefed the German Chancellor on the situation at the front and the consequences of the daily Russian strikes on Ukrainian towns and critical infrastructure.

According to the president, Berlin has confirmed its willingness to continue supporting Ukraine. One of the main topics of the talks was assistance in the run-up to winter, when Russian troops are stepping up their attacks on energy infrastructure.

«There will be a winter support package from Germany», said Zelenskyy.

The President thanked the German Government for the military, financial and energy assistance that Ukraine has been receiving since the start of the full-scale invasion.

Chancellor Friedrich Merz He also confirmed Germany’s readiness to assist Ukraine with energy supplies throughout the winter. This was reported by Reuters following the outcome of talks in Berlin.

At the same time, Zelenskyy’s statement does not specify the cost of the new winter package or the exact timing of its implementation.

PAC-2, PAC-3 and IRIS-T missiles: what Zelenskyy and Merz discussed

A separate part of the talks was devoted to strengthening Ukrainian air defence.

Zelenskyy said that he had discussed with the Chancellor the possibility of Ukraine receiving further supplies of missiles PAC-2 and PAC-3 for systems Patriot, as well as missiles for the German IRIS-T systems.

Ukraine needs these capabilities to counter various types of airborne threats, in particular Russian missiles and attack drones.

The issue of supplying interceptors is particularly pressing due to the shortage of ammunition for the Patriot systems. At the end of October, Zelenskyy reported that The US has approved the possible sale of 500 PAC-3 missiles to Ukraine, although deliveries may not begin for several years.

Kyiv is therefore trying to reach an agreement with its partners on the faster transfer of missiles from existing stocks.

Following his meeting with Merz, the President did not specify the number of additional missiles that Germany might supply to Ukraine, nor the timeframe for their delivery.

Germany may provide a new support package for the F-16

Another issue discussed during the talks was assistance to the Ukrainian air force.

Zelenskyy thanked Germany for its support of the Ukrainian fleet of F-16 fighter jets, which are, in particular, being deployed to destroy Russian attack drones.

According to him, during the meeting, the parties discussed a new support package for these aircraft.

Ukraine had previously approached Germany with a request for additional ammunition for fighter jets. In October, the Ukrainian Ministry of Defence reported that the issue of supplying weapons for F-16 discussed with the German side.

It has not yet been announced exactly which equipment or weapons will be included in the new package.

Germany continues to provide military and energy support to Ukraine

The talks in Berlin marked a continuation of defence cooperation between Ukraine and Germany.

During a preliminary meeting of leaders in Kyiv on 4 October, Merz announced a comprehensive aid package worth over 1.3 billion euros. It includes military support, protection of the energy sector and funding for the production of countermeasures Russian drones.

The countries are also developing cooperation in the production of drones and the procurement of air defence systems and ammunition.

Following the talks on 3 November, Zelenskyy confirmed that Germany is preparing a new winter aid package. However, the final quantities of PAC-2, PAC-3 and IRIS-T missiles, as well as additional equipment for the F-16s, have not yet been disclosed.
