A Russian attack on the afternoon of 28 September damaged a multi-storey residential block in Odesa. According to updated information from Oleg Kiper, head of the Odesa Regional Military Administration, four people were injured. Two adults were hospitalised, whilst medics treated two girls at the scene. An flat on the 12th floor of the building was destroyed, and the city authorities have set up emergency centres for the residents.
