Property damaged by shelling: 9 steps to documenting the damage and claiming compensation

A damage report in «Diia» does not replace a claim for compensation. Before any permanent repairs are carried out, agree with the commission on the assessment of the damage and the terms of compensation.

Owners of flats and houses damaged by Russian missiles, drones or debris should first ensure people’s safety, contact the relevant services and document the damage. To receive state assistance, you must report the damaged property separately and submit an application via «eVidnovlennia», having checked that the property is properly registered and without commencing any major repairs before an inspection has taken place.

Safety, the police and photographic evidence before the clean-up

Do not enter buildings that have been damaged or are potentially dangerous: damaged structures may collapse. If you suspect a gas leak, do not use open flames or switch on any electrical switches. Call the emergency services on 112, the rescue services on 101, and an ambulance on 103.

Do not approach any suspicious debris from rockets, drones or other munitions, and do not move them. Report any damage to property to the police by dialling 102 or 112, or contact your nearest police station. Keep the receipt confirming that your report has been accepted, and once the details have been entered into the Unified Register of Pre-trial Investigations, obtain a copy of the entry.

Once it is safe to enter the property, take photographs of the general condition of the premises and of each instance of damage separately — in particular, windows, doors, walls, ceilings and the roof. Keep the original photos and videos. It is advisable not to alter the scene until the experts arrive, except to take action to remove any hazards: your own documentation does not replace an official inspection.

How to protect your home and check your documents

To repair broken windows, carry out emergency repairs or find temporary accommodation, you can contact your housing association, the building manager or the local relief centre. Before any urgent repairs are carried out, you should document the damage, if possible.

Ongoing repairs must be agreed with the committee. Among the conditions for receiving repair assistance under the «eRestore»It is stated that the property does not have to be fully refurbished by the owner themselves.".

You should also check whether the title is registered in the State Register of Real Rights to Immovable Property. This is particularly important for titles registered before 2013, when the records may have been kept only in the paper archives of the BTI. Entries are made via a state registrar, a notary or ASC; if documents are lost, you should first check whether there is an entry in the register.

Applications to «e-Recovery» and support from the community

Reports of damaged property can be submitted via the «Diya» app or portal, or at a Centre for Administrative Services. This records the fact of the damage, but does not constitute a claim for compensation.

To claim funds for repairs, you must open a special «eVidnovlennia» account with a partner bank and submit an application via «Diyu», a Centre for Administrative Services (CAS) or a notary. You will need your passport, Taxpayer Identification Number (TIN), contact details and, if applicable, information regarding your eligibility for preferential treatment. Matters relating to agreement with co-owners are resolved in accordance with the programme’s procedures.

It is also worth checking the schemes available in your local community, as the conditions vary. In Kyiv, owners or co-owners of damaged homes are eligible for a one-off payment of 10,000 hryvnias. Documents are accepted by district departments of social and veterans’ affairs, either in person or by post; the required documents include proof of ownership, a damage report from the service provider, consent from co-owners and the IBAN of your social benefits account.

Commission review, compensation limits and the procedure for destroyed homes

A local authority committee assesses the damage and determines the amount of aid. The maximum compensation for repairs is up to 350,000 hryvnias for a flat and up to 500,000 hryvnias for a detached house. These are maximum limits, not a guaranteed payment for every applicant.

Money from the special account can be spent on building materials and repair services provided by programme participants. Once the work is complete, a report must be submitted; the status of the application can be viewed in «Diia».

If a property is deemed to have been destroyed and to be beyond repair, a different procedure applies: a housing certificate or, subject to certain conditions, funds for reconstruction. The type and amount of compensation are determined following consideration of the application.
