The State Migration Service has clarified the conditions for issuing passports to men abroad

To collect a document that has already been issued, you will need a valid military registration document. A paper copy will not be required at the overseas branch of the State Enterprise «Document».

The State Migration Service has clarified the procedure for issuing passports that have already been produced to Ukrainian men aged between 18 and 60 whilst abroad. To obtain the document, a valid military registration document is required; staff at the overseas branches of the state-owned enterprise «Document» verify the status of this document through data exchange with the Ministry of Defence’s registers.

Which passports does this requirement apply to?

This rule applies during the period of martial law to male Ukrainian citizens aged between 18 and 60 who apply to the overseas branches of the State Enterprise «Document». It covers the issue of Ukrainian passports and passports for travel abroad.

A key requirement is the possession of a valid military registration document and up-to-date information in the register. If no such document is available, or if the system identifies it as invalid, a passport will not be issued abroad.

On 2 October, the Ministry of the Interior also reported that the State Migration Service is continuing to restore the stable operation of its information systems. The issuance of passports that have already been produced is continuing both in Ukraine and abroad.

Status is checked against the registers, not on the basis of a paper certificate

Passport service staff verify the existence and validity of military registration details via the data exchange between the State Migration Service and the Ministry of Defence systems. It is therefore not necessary to physically present a paper military registration document at the office.

The Ministry of Internal Affairs describes the display of up-to-date information in the «Reserve+.»… one way to verify your status. The app also allows you to generate an electronic military registration document.".

However, this requirement does not mean that a visitor must show a staff member an open app or have a paper document to hand. To be issued with a passport, it is essential to have valid status in the military register, which is verified via government information systems.

The Ministry of Foreign Affairs notes separately that when receiving consular services, the electronic military registration document must be valid and contain up-to-date personal data.

Procedure for those not listed in the military register

A separate procedure is in place for men whose details are not included in the Unified State Register of Conscripts, Persons Liable for Military Service and Reservists. The Foreign Passport Service may forward their details to the Ministry of Defence’s register.

Under this procedure, a person is registered for military service without having to undergo a medical examination by a military medical board. Once the military registration document has been issued, they will be able to obtain a passport. Therefore, the absence of a paper military registration document does not in itself halt the procedure, provided that a valid entry appears in the register.
