This morning, the head of the Kharkiv Regional Military Administration Oleg Sinegubov reported 29 casualties, including ten children. In a later update from the State Emergency Service, the figure had risen. The increase was also due to people seeking medical assistance following an initial assessment.
Rescue workers and rope access specialists are working at the scene
Units from the regional department of the State Emergency Service and the «Donetsk-Luhansk» Mobile Rapid Response Rescue Centre were deployed to carry out emergency rescue operations. They are clearing the rubble, whilst rope access specialists are dismantling the building’s collapsed and damaged structures.
Psychologists from the State Emergency Service provided support to 24 people. This figure relates to the assistance provided and is not included in the total number of victims.
Strikes were reported overnight in two districts of the city
Russian troops attacked Kharkiv on the night of 28 September. Local authorities reported strikes in the Kyivskyi and Saltivskyi districts; a residential high-rise block in Saltivka was hit.
In the Kyiv district, according to city authorities, there were two strikes which damaged 12 private homes. At the time of that report, no information had been received regarding any injuries at that location.
In the area where the strike took place, broken windows are being boarded up and preparations are being made for an inspection
Kharkiv Regional State Administration reported that 18 blocks of flats had been damaged and over 1,500 windows had been smashed. More than 100 volunteers, together with local authority services, are boarding up the window openings; international organisations have also joined the effort.
According to preliminary data from the Regional Military Administration, the building’s load-bearing structures have not been found to be damaged. The building’s suitability for habitation will be determined following a technical inspection. Experts are also working to identify the type of munition used in the strike.
