Men abroad need a new document to apply for a passport

Men aged 18-60 years abroad will not be able to apply for a passport at embassies without a valid document from Reserve+. The document must be generated no earlier than 72 hours before the application.

Requirements for issuing a foreign passport

Men aged 18 to 60 who are abroad must provide an up-to-date document with «Reserve+» to apply for a passport at embassies or consulates. Without this document, your passport will be refused.

The «Reserve+» document must be generated no later than 72 hours before the application. This applies to all men in the specified age group, regardless of the country of residence.

Additional documents for submission

In addition to «Reserve+.», applicants must submit a previous foreign passport (if any), an internal passport or ID card, an identification code, a residence certificate, and a document of residence abroad, if any.

The requirements for the package of documents remain standard, but the new requirement for «Reserve+» is mandatory for all men of conscription age.

Reasons for the new requirement

No official explanation has been provided as to why this requirement was introduced at the time of publication. Media reports indicate that this may be due to the updating of the registration of citizens liable for military service abroad. Ukrainian consular offices are already working under the updated rules.

What men should do abroad

Men planning to apply for a passport are advised to obtain an up-to-date document from Reserve+ in advance. This will help to avoid rejection of the application.

Earlier, Ukrainian diplomatic missions had already tightened the requirements for issuing passports to men of military age.
