In particular, an employee must receive a salary of at least three times the minimum wage - about UAH 25,900 - to be eligible for a reservation. This increase in salary requirements is a key change in the booking procedure.
Another important innovation is the inclusion of employees who have deferred employment and work part-time. They will be counted towards the quota only once - at their main place of work. This rule will come into force around mid-June.
Revision of enterprise criticality criteria
Authorities have been tasked with updating the criteria for determining critical enterprises. Minister Sobolev emphasised that this process should be completed within a month in agreement with the government. Updating the criteria will allow for a more accurate and fair determination of which companies receive reservations for persons liable for military service.
Changes to the booking rules reflect the government's desire to optimise the system of protection of critical sectors of the economy and to use labour resources more efficiently. Raising the salary ceiling and clarifying quotas may affect the labour market and the structure of employment in strategic sectors.
