The European Commission has officially acknowledged an error in the calculation of the CBAM mechanism for Ukraine. The authorities insist on postponing the eco-duty due to significant losses in metallurgical exports in the first quarter of 2026.
European Commission admits mistake in CBAM
The European Commission confirms that it made a mistake in the calculations of the mechanism SWAM regarding Ukraine. This was announced by the Deputy Prime Minister for European Integration Taras Kachka, referring to the results of negotiations with Brussels.
Earlier, the EU stated that the effects of CBAM on Ukraine would be minimal. However, according to Kachka, these estimates are not true: the first results of 2026 show a much stronger negative effect.
Loss of metallurgical exports
In the first quarter of 2026, Ukraine's steel exports to the EU decreased by 17-93%, depending on the sector. This was the result of the introduction of the CBAM eco-duty, which increased the cost of Ukrainian products on the European market.
The authorities stress that such losses threaten the stability of Ukraine's industry and economy. Business representatives are calling for a review of the CBAM conditions for Ukrainian producers.
Kyiv's demands to the EU
Ukraine insists that its status as an EU partner, not a «third country», should be taken into account. Kyiv refers to the right to postpone the CBAM under the «force majeure» clause due to the war.
The Ukrainian side is negotiating with the European Commission to postpone the introduction of the eco-duty. The government considers this critical to preserve exports and support industry.

The dialogue between Ukraine and the European Commission on CBAM is ongoing. Kyiv insists on reviewing approaches and taking into account special circumstances for Ukrainian producers.
Without a postponement of the eco-duty, the risks to Ukraine's industry and economy are growing. The government is calling on the EU to make a constructive decision in the near future.
