A medical navigation chatbot called «Kyiv City Health Department Online Assistant» has been launched in Kyiv, created on the initiative of the Kyiv City State Administration’s Department of Health. On Telegram, residents and visitors to the capital can find a public healthcare facility, book an appointment online for a consultation or examination, and check which hospitals are on emergency duty.
Briefly about the main points
- The Kyiv City State Administration service is available to users on Telegram.
- The bot contains a list of public facilities by district in the capital.
- You can use this to book a consultation or a medical examination.
- There are sections for veterans, serving military personnel and their families.
- In an emergency, you can go to hospital on your own without an e-referral.
Directions to the facility, appointments and emergency care
The service contains a list of hospitals, diagnostic and consultation centres, and other public healthcare facilities, organised by district. Users can find out where to go for the help they need and access the relevant online booking service.
Department of Health Together with local healthcare facilities, it has updated and standardised the links for booking appointments. You can also use the bot to check which hospitals are operating on an emergency basis.
An e-referral may be required for a scheduled specialist consultation or certain tests, and whether the service is free of charge depends on the healthcare facility’s contract with NSZU under the relevant package of the Medical Guarantees Programme. In an emergency, a patient may go to hospital directly without an e-referral.

Information for veterans and psychological support programmes
Some sections contain information for service personnel, veterans and their families. Information on mental health and psychological support programmes is also available.
In addition, the service contains data on diagnostic tests and municipal targeted programmes in the field of healthcare. According to the Kyiv City State Administration, this should help patients find verified contact details, addresses and procedures for receiving care more quickly.
The service complements the city’s digital healthcare navigation system
The official link to the chatbot has been published on the Kyiv City State Administration’s website, and as of 5 October it is already available to users. At the same time, the city is streamlining the online booking system for the capital’s healthcare facilities and consolidating the available digital services.
The bot serves as a navigation point and a way to access appointment booking channels; it does not replace the state-run ESOS services. It helps you find a route and an appointment booking channel, but does not guarantee that a particular doctor will have an available slot.
