An employee of the Uzhhorod TCC was convicted of obstructing the activities of the Ombudsman. The official tried to restrict the access of the Ombudsman's representatives to the TCC and conceal information about human rights violations.
Court decision
A Uzhhorod court has found a TCC employee guilty of obstructing the activities of the Ombudsman. The verdict was announced on 25 April, according to the Verkhovna Rada Commissioner for Human Rights. Dmytro Lubinets.
This is the first time in Ukraine that a TCC official has been held liable for such actions. The court took into account the attempts to restrict the access of the Ombudsman's representatives and conceal the facts of violations.
Conditions of detention in the TCC
Pros. data Ombudsman, people were held in the TCC for 21, 24, 30 and 50 days without proper conditions. There were only 3 mugs, 8 metal plates, one toilet and one shower for 40-60 people.
Bed linen was not provided. The Ombudsman called such conditions a violation of human rights.
Government response
Dmytro Lubinets stressed that this verdict should be a signal to other officials. He stressed the importance of openness and respect for human rights in the military.
Authorities promise to strengthen control over compliance with the law in shopping malls across the country.
The importance of precedent
This case was the first time in Ukraine that an official of the MCC was convicted of obstructing the activities of the Ombudsman. Experts believe that this may have an impact on raising human rights standards in military commissariats.
The court's decision may create a new practice of holding officials accountable for violations of citizens' rights.
